     What do Time Magazine , the Victoria's Secret catalogue and the latest Harry Potter book all have in common? They're all printed by Quebecor World, the world's largest commercial printer.
     Quebecor's sales in 2002 topped US $6.3 billion. The Montreal-based printing giant has 160 plants in 17 countries with 39,000 employees.
     At many of its plants, Quebecor has reduced overtime pay, raised health insurance costs, increased workloads and reduced staffing, and when workers try to form unions, Quebecor World threatens them with job loss and plant closures.
     The AFL-CIO, the Grapic Comunications International Union, the Union Network International and labour organizations from 12 countries have responded by launching the Justice@Quebecor campaign. The unions are attempting to force an agreement with Quebecor World that would allow workers to form unions freely without employer interference.
